What this arm is.

Nóesis is the arm that turns raw noise into knowing. It fuses the sensors and records a place already owns into a single, plain picture — what's here, what changed, what matters first — and it works at two speeds at once: flagging the thing a tired person would miss right now, and planning across the months and years ahead.

Two rules never move. It runs on the edge, offline, on plain local hardware where the best chips can't be bought — slower perhaps, never dark. And it supports the decision; it never makes it. Machines rank and warn; people choose. That line is built in, not bolted on.

Does Nóesis ever make the final decision?
No. It fuses, ranks, and warns; a person decides. In both Defense and Healthcare the last step stays human, by design.
Does it need the cloud or the internet?
No. It runs on the best chips where they can be bought and plain local hardware where they can't. The picture keeps updating with no link.
What data does it use?
The sensors and records a place already owns. Nóesis adds a layer of reading on top; it doesn't ask a place to rebuild what it already has.
